The Ministry of Justice and Digital Affairs publishes the statistics and interactive dashboards relating to criminal justice, quarterly lobbying data summaries and the results of annual victim surveys.

First half-year crime statistics

13 792 crimes were registered during the 1st half-year of 2025, which is 2% less when compared to the same time period in 2024.

Violence offences

There were 3238 registrered violence offences, which is ten percent less than in 2024.

Domestic violence crimes

There were 1174 registered domestic violence cases, in 2024 the number of crimes in the same period was 1351.

Offences against property

The number of offences against property has gone up 4% compared to 2024.

Theft

There were 5169 registered thefts in the 1st half-year of 2025. In 2024 the number was 4655.

Traffic Offences

The number of traffic offences is 1279, in the same time period in 2024 the number was 1293.

The number of registered fraud crimes has decreased compared to last year (2025: 1766; 2024: 1971)

Overview of Lobby Meetings

Meetings held

In the fourth quarter of 2025, there were 311 meetings held with lobbyists.

Government institutions

The Ministry of Climate has published the most lobby meetings (82), followed by the Ministry of Economic Affairs and Communications (32) and the Ministry of Regional Affairs and Agriculture (29).

Government officials

Out of all government officials who met with lobbyists, Andres Sutt (21 meetings), Antti Tooming (21) and Triin Kõrgmaa (16) were lobbied the most.

Most active lobbyists

The most active lobbyists last quarter were The Estonian Chamber of Agriculture and Commerce NGO (8 meetings) and The Estonian Employers’ Confederation NGO (7).
